Applying for access to data from authorities that are under the Ministry of Social Affairs and Health

Find out what register/s contain the data needed in the study. Information on the data content of the registers is available on the websites of register controllers. These websites can be found from the list of registers compiled by ReTki. Information can also be found in earlier published studies.

When you know what registers have the data you need, you can proceed according to the following schema:

(i)

Will permission be applied for with respect to the data of a single authority under the Ministry of Social Affairs and Health (such as THL, , Finnish Institute of Occupational Health, Radiation and Nuclear Safety Authority, hospital districts and municipal health centres)?

  1. If you apply for permission from a single register under the Ministry of Social Affairs and Health, you can submit the application directly to the register controller concerned.
    Proceed to item (ii)
  2. If you apply for permission from more than one register under the Ministry of Social Affairs and Health, you can apply directly from the ministry for authorisation through a single application form.

(ii)

Read through the instructions for applying for data access permission from the ministry or an agency under the ministry, and fill out a data access application form (only available in Finnish).
Proceed to item (iii)

(iii)

Will permission for data access be applied for from register controllers other than those under the ministry (such as Statistics Finland, Population Register Centre, registers under the Ministry of Justice, Social Insurance Institution)?

  1. No.
    Proceed to item (v)
  2. Yes.
    Proceed to item (iv)

(iv)

Authorisation is applied for separately from each register controller according to the register’s procedures. Each application must include a mention of all registers for which permission has been granted or from which permission will be applied for.

(v)

If a research data file is compiled in the course of the study that includes personal identifiers, a description of the file shall be drawn up. Instructions for drawing up a description of the file and a model form are available on the website of the Office of the Data Protection Ombudsman.
